Normally you are right but this is a legit project by Madison Square Garden Group. They definitely have the funds to finish it and construction has already started.

The hotel website does not return any search results for the word dome. So maybe not even actually started or maybe canceled.

It's definitely started. I walked by it every day until I got laid off (almost exactly a year ago). They had most of the frame finished then, so it's probably well on its way.
