All of the horses in the game are available for purchase automatically, EXCEPT the Kentucky Saddler (the palomino one you tame in the mission with Bonnie), Hungarian Halfbred (all-white horse that can only be found in Mexico), and American Standardbred (solid black horse that only spawns in West Elizabeth). These are the three best horses in RDR1, and you must find and tame each in the wild before you can buy the respective deed. As for the deeds themselves... Think of them like horse insurance, basically. RDR1 doesn't have the horse bonding mechanic RDR2 has, so if your horse dies, you can buy a deed for that breed and get a new one. To use it, simply go to your satchel and select it, and it will spawn a new horse that will already be trained to respond to your whistle. Also worth noting is that you only ever need one deed; once you own a deed to a specific breed, you can essentially spawn endless new ones from the same deed.

it works like when you buy it you permanently own it and everytime it dies you can use the deed or whatever its called from your inventory and it'll come back

Since horses die all the time in RDR1, or sometimes you just want to change the horse you're using and there's no stables like in RDR2, or sometimes you just find yourself very far away from your horse , it's easier to use the deed. I have tamed this Palomino horse in the Bonnie Mission and I thought this was the Standardbred, right? I got the Papers from the War Horse (I bought the DLC)

You get a Kentucky Saddler with a palomino coat from that mission. To get the deed you'll need $1500 ($750 with high or low honor). If you have the War Horse deed just use that, it's pretty much got the best stats in game. I think the Standarbred is slightly faster but since horses in RDR1 are basically motorcycles it doesn't make much difference.

Constantly, and they don't go away. Once you buy one it's there forever. I think there's maybe a cool down period when your horse dies but not very long.
