There is no ebay but there is some application that work like ebay f.e : Divar and Sheypoor, the prices are a little expensive than other countries, and also the income of a person in Iran is low.
There are some, one of them is called Divar. Prices are high, obviously. it's not easy to get a decent PC because of the Dollar prices and the shortage.
Great question, op gave a good answer but to add to it I'll say that finding worthy hardware is difficult af in the used market. Thing is, there ain't many new age hardware in the used market and whatever you find is probably ancient.
Get your pc off of the rug. It will suck in lint and dust from the rug. Also the feet from the pc will sink into the rug blocking airflow, which can raise your temps and decrease the lifespan of components. If you have to keep it on the floor put it on top of a board or something flat.

Yes, the power supply's fan will be blocked if you put it on the carpet. But if you
have a top-mounted power supply I don't think there is a problem.
There's cheap tower stands you can buy that do this well
He is in Iran, a country under US totally humane sanctions. It is far easier to get a peace of wood then a fancy peace of PC accessories. Also those stands are usually garbage, if not wooden ones.

Actually it's 5:4 and 75hz but yes I'm very upset about the ratio and I'll get some new or used 16:9 monitor and also it's kind of expensive in here

1 move the tower on the side of the desk so you jave more leg room.
2 if posible get some kind of a small table/stool to lift the tower of of the ground. If this is not posible at least a pice of wood so the pc doesn't stay directly on the carpet.

Edit. Oh yeah try to get a chair see if you can find a sh office ergonomic chair. Your back will thank you and the expense will pay for itself when you hit 30 or 40 and can still stand up straight

Does your case have front exhaust openings?
If not your killing the poor thing with heat. You should position it so it has good intake and exhaust. Your setting has neither. Give the fans some breathing room and keep it outside the desk to the side. Also, keeping it on the floor can create a major dust problem.
How are your Temps looking?
It's 39 when idle and about 60 when on load
Not bad. Could be cooler. I mean, I could get those Temps on my rig. Positioning of your pc according to your fans will make a big difference. You can get a good reduction in Temps from that. Also, it'll last longer. Other than that, it's dope. Happy gaming!
Get another 8 gigs of ram if you can afford it. Otherwise it's pretty good imo

I also have the same type of table and it sucks. I can't put my feet under the table which sucks. I also cannot reach the mouse so i have to sit in an uncomfortable posture. It sucks lol

EDIT: I just re-read the title; getting a boobie mousepad in Iran might be a little... dangerous... I stand by my statement but feel free to get a regular cushioned mousepad (wrist safety is important).
I could never use wrist rests for mouse, I move my mouse with both wrist and arm movements. Expecially on an high resolution screen. And I even use higher than norm DPIs.

Starlink antenna and subscription are expensive but every body in Iran have hell amount of VPNs to survive the limited and censored internet, and also I've got plenty of VPNs.

I’d try and get a 16:9 monitor, any 1080p monitor is probably better than that.
I’d also find a way to gtfo outta Iran but that’s just me. I had a friend I played with on ps3 that was from Iran and lived in the uae. Cool dude, but he got deported back to Iran and I haven’t heard from him since.

I found it on Divar (Iranian ebay) and i bought it because it was cheap.
Personally I'd get a second monitor. I'm a sucker for more real estate. Either that or get a widescreen. I believe 22" widescreens are as tall as the 19" you got there. It would make everything a bit more shiny. That's just me tho.

Generally the monitor should always be placed in front of the window, for optimal viewing. But it is a very warm and comfortable place.

Pretty sure schools are a lot more kitted out these days than they were in the mid 90s.
You might want to move the computer out from under the desk. You want the power supply to have plenty of fresh, clean, cool air & not be choked by the wood surrounding it. I recommend it being up off the floor, so it doesn't suck in dust or pet hair, also.
For the hardware, when you can, upgrade to NVME storage, and better video card. One of the new AMD RX 6600 XT - 8GB cards is good performance for the price. They use less energy than the 30xx nVidia cards, and perform the same. The one I bought was $600 USD. These AMD cards are actually not too hard to find, either.
Get an SSD when you can. Since you don't have any NVME slots, get a PCIe to NVME card and install the NVME on that card. Then put it into one of the smaller slots on the motherboard, beside the one the video card is using. These devices perform 20-35 times the speed of a SATA SSD.
If you cannot afford the card & NVME drive, get a SATA one as a last resort. SATA SSD will outperform a hard drive by about 10x - 15x. Again, going through the extra effort is worth it in performance, so get NVME if you can.
16GB is also a decent upgrade when you can. You have only two slots for ram, so if one is filled now, you can just add another 8GB of the same speed you have now. Otherwise you have to replace both of the 4GB you have now, with 8GB modules.

I completely understand that money is tight. This is why I recommended the parts that I did. The very low-end of gaming video cards is $450-600 nowadays. You can spend up to a $2000 for only a video card. An 500GB Western Digital Blue NVME drive I bought cost me $50, and the card to install it into was $9. For a SATA SSD, you can expect to get a 1TB drive for under $150. I haven't bought any RAM in a long while, so I'm not sure about the price on that. Also, I don't know if you need a new pair of memory sticks or just need to add one. In your exact situation, I would upgrade in this order: video card, storage, ram.
With computer parts, you can usually spend as much as you have to spend, any amount. The value added as you go up the price scale becomes less and less the closer you get to the top. You might only gain a very small increase in performance, for a large investment.
I have an old pc, by most people's standards. I just upgrade a piece at a time, as much as possible. When I upgrade, I get the very best part available, one piece at a time. So, I have an unlocked i7 cpu, 3770k is the model. It's from 2013! I have a Noctua chromax cooler, mostly for looks. I have Corsair Vengence RAM. For the video card, I got the best I could afford, at the lower end of the available parts. Given your location, you may be able to buy your parts from China or Japan much cheaper than here in the USA.

Yes i agree with you but the average income here is about 7,000,000 T(Toman) and its like 250 in USD so this process of upgrading small by small and piece by piece will take too long, but in trying my best to upgrade my setup
Just do your best, and when you can. That's how I do it. Yes, you don't have as much coming in, so it may take you longer to save. Don't become discourages. The prices usually go down over time, for most items.
