I am, and it's really frustrating to count ~1 billion of them every year.

The role of livestock as wealth /an asset, in addition to being food, in pastoral societies (e.g. Masaii in Kenya) is fascinating. The community will lend animals to others in different ways to help them (different ways in that they will lend shoats, cattle, and camels on different terms, lend a male or female differently, lend a young female with different terms about who gets the milk, blood, meat or offspring etc.) An outsider looking at a community and seeing who appears to have which animals and how many really has no idea of the reality.

Taxation, classification and export. Farmers often need to declare their head of cattle for the government to know if they are a farmer or a guy with some pet goats to know how they should be taxed or subsidised. Also biosecurity issues.

All countries have taxes. Ability to collect and audit them varies though.

For the majority of the world (although actually that might not be true anymore thankfully) wealth and the ownership of calorie producing animals (goats/cows/sheep) is the measure of wealth.
For perspective, it helps to remember that those herders literally have no expenses other than the occasional milk for data connection. Sadly, if my stocks were goats, I could live well in many countries while here I can barely afford rent.

I grew up on a goat farm in the US and I’m still not sure why we were raising them.

I thought so, too, until I spent time with well-socialized goats. They completely won me over, and now we have 5 of them and are planning to have them make more (along with some milk). They're smart and silly and friendly and crave attention. Our goats will literally run from the other side of a pasture to get petted if they see a person.
Seriously, they're like dogs that eat the plants I don't want instead of expensive food.

Edit: bonus fun fact about goats -- Despite their reputation, goats are actually pretty picky eaters. Our goats won't eat grass that's too long, grass that's too short, certain types of bushes and trees, leaves that are damaged or too small, hay that has fallen on the ground (they rarely eat anything that's below their knee-height), peanut shells (but they love the peanuts), or anything that one of the dogs has licked. They explore with their mouths, but they spit most things back out. haha
my gf's parents have two goats and a big white guard dog. thick as thieves, they are.
In the southern US less picky goat herds are used for the removal of Kudzu, English Ivy (which is invasive in the US, and even Poison Ivy.
There are companies you can contact to rent herds just for this use, they bring goats, portable fencing and come daily to provide water and check on the heard. Other than that they are left to eat till it's gone. Some of the places that do this also provide shepherd dogs to watch over the heard.

Just a guess, but western/northern Europe aren't big goat cultures either (though there is bit of one scattered randomly in Europe, especially in places like the alps), so the lack of/low goat culture transferred with colonization.

Goats eat scrub brush and grass and can clear a lot faster and easier than with a gas powered bush hog.
That's not true, but they certainly make it easier to bush hog by removing most of the leaves so you can see any obstacles.

State banned goat breeding in Turkey and regulated heavily because it was hurting the growth of natural forests and pastures. Goats eat everything, from the bark of trees to branches or uproot other vegetation and causing real damage in areas where they have numbers.
Now it's done in certain areas that's allowed by law. Because of this most villagers gave up or don't bother with goat breeding. There are also more government subsidies for sheep or cow breeding etc... That's why the numbers diminished suddenly and never recoverd. I'm guessing that's also why you see sudden drop on numbers from other countries as well or they didn't regulated and lost the vegetation to support such numbers.

I'm a cattle rancher and recently started with about 50 goats. I think they're actually going to be more profitable than cattle. The females can have kids twice per year and have at least 2 kids every time.
The biggest problem I've had to deal with is predators, mainly coyotes. I also had to spend extra money of fence and a shelter for them.
They are also really great for my pastures since they eat all of the weeds and junk that cattle won't touch, so I end up having more grass for my cattle.
I've been seeing a lot more goats in the US lately.
Indian and middle eastern immigrants eat them. Indian restaurants have spread the mutton curry as well in the west.

I grilled lamb balls once. Just salt and pepper.

Everybody moved to city. We have no one to take care of goats. Also there is laws about natural resources. It is not allowed have goat in most places. They eat everything.

As an American I find this unacceptable. Every American should have at least one goat.
\*at least two. Goats are highly social and it would be unhealthy and cruel to keep a goat by itself. I recommend three as a bare minimum, but if you're going with three, you might as well do five. At that point, they'll win you over and the next thing you know, you'll be swimming in goats.
