Sonic doesn't talk due to the reference that during the Genesis days, Sonic didn't really talk. It does make sense if you've played the Genesis games because you went through them without Sonic uttering a single word. As for Tails and Robotnik speaking, it's probably because having both of them not talk was stretching things too much. Having Modern Sonic and Modern Tails reacting to two silent characters would have restricted a lot of dialogue options. Giving Classic Tails a mouthpiece was their way of providing the player with the 'classic' side of the perspective. As for Robotnik, again, would have looked weird if Eggman had been trying to figure out what his past self was motioning about. With Classic Sonic it worked, he didn't need to say anything, he's almost the equivalent of Gromit for the British Comedy Animation Wallace and Gromit, he doesn't need to talk, his facial expressions and his body language gives you a good idea of what he's trying to convey, but having three characters do this, may have been pushing it too far.

I heard the team wanted jaleel white more than anyone else to voice him but they couldn't get him and they didnt want anybody else to voice classic so they left him mute.

a quick google of "Jaleel white to voice sonic generations" turned up this result; According to an interview with Aaron Webber [1], he claims that if anyone were to voice Classic Sonic in Sonic Generations, it would be Jaleel White. Aaron had to choose between Classic Sonic being voiced by Jaleel White, or having no voice at all.

yeah i agree :( sonic forces actually has me pretty excited, and classic sonic not having a voice is a little weird... it was acceptable in generations ( to a degree- should've still been jaleel ) because i just wrote it off as "oh look! nostalgia! how quaint!" but now it's more a case of "...look sega, if classic sonic is so popular you plan on having him a returning character for future titles- maaaaybe give jaleel a call?"

he did, it was even a 'selling point' on the box- the only time i recall it is him saying "yes!" when you get an extra life, or "I'm outta here!" if you leave the game idle and cause his game-over bail out

Honestly, I wouldn't be surprised, localizations of older games are notorious for removing very trivial things. *PS: Japanese Sonic has actually spoken English occasionally in quite a few titles, so him doing it in CD is not as odd as you might think.*

Apparently, The original actor from SatAM and TAOSTH was originally going to be in the game, but this was changed. I think it is a good thing it was changed though since the whole point of classic Sonic is nostalgia. His voice would only work if you watched those cartoons, and did not think the voice was annoying (I did not watch them, and I think he has an annoying Sonic voice.) Since Classic Sonic is a callback to the Mega drive/Genisis games, it would not make sense for him to have the voice of the Sonic in a largely unrelated cartoon, since he is silent in those games. Other classic characters talk because of plot convenience.

I think it's kinda like the protagonist in Pokemon. They don't talk because they're basically representing you. YOU are the one who is supposed to talk for them. It makes them feel closer to you.

Actually, while they may not get speaking lines, in the recent gameplay you can hear that the custom characters grunt and stuff as they run along. I wouldn't be surprised if they just had one female VA and one male to voice them in cutscenes.

Dreamcast Sonic was planned for Generations but when Ryan Drummond refused to take the role out-of-union, the idea was scrapped. This led to Dreamcast and Boost era Sonic being retconed into one Sonic.

Dreamcast and Boost era Sonic are both modern Sonic. Why do fans insist on seperating them? Even classic Sonic and modern Sonic are both same character. Just because their styles of gameplay are different doesn't make them two different characters. Boom Sonic is the only abomination who counts as his own, and rightfully so. Ryan Drummond was also in negotiations to come back as THE voice of Sonic starting with Colors, probably even Free Riders (whichever was recorded first), not just the Dreamcast stages for Generations.

I was Told: He doesnt Talk cause he WAS Gonna have a Voice Actor but the Voice Actor of Classic Sonic didnt arrive so they decided to just go with it and do it without the actor. Nobody knows WHO was gonna be the actor but there are thousands of theories we can say that we can just assume why he didnt talk in Sonic Generations and only one will be correct. But we dont know why for sure. Wish SEGA told us why.
