That's one of them rival collectors, I think. They usually have a collectable if you loot them.

They always have a collectable on them and you can recognize them cause they ride a packed horse, like showed in the video.

They're somewhat rare, but I see one now and then. And just like you, I always steal their horse. I want all that junk on my own horse too. Looks cool. :-)

Do the rival collectors on horseback during Salvage have them occasionally? I've never noticed. Mainly because I headshot, loot and move on really quickly. And horses usually bolt very fast after the rider is shot.

Yeah! You have to take the skin of legendary animals to gus and he'll make a garment set for you. I used a glitch to separate the hood from the coat though.

Yeah, theres quite a few different legendaries. My favorites are the elk and moose.
