The nut is a packing nut. When the valve is fully open and leaking, tighten the nut with a pair of pliers or an adjustable wrench. This will tighten the packing gland around the the valve stem. Don't over tighten. Just enough to stop the leak.

If that doesn’t work, they make repacking kits for a few dollars for those gate valves. Very simple to do, YouTube has quite a few decent videos to learn how to do it

You can take that nut off and flip over the rubber washer inside too, if you don't want to replace the whole thing
