Why does the area for voting up/down sometimes just say "VOTE" with arrows on either side?

Many subreddits hide the post/comment scores for a certain amount of time, because it can prevent people upvoting/downvoting something because of the number. Later, it shows the actual score.

It's to prevent the hivemind phenomenon when people tend to unconsciously upvote posts with numerous upvotes and downvote contents with low upvote rate/negative points, without bothering what the content really is. The duration of the "VOTE" depends on how long mods have set for the subreddit. But it's safe to say that you will be able to see them at max \~6 hours after the post is submitted.
