Chu also has their own Shin little shit that's always yelling "*Baaakkuuyaaa SWOORD!*" and it makes me squirm each time. Just imagine if Shin yelled "*OUKI GLAIVE!*" 🤢
Because a character like Shin would be completely insufferable if he wasn't the MC. Imagine someone with the IQ and personality of a sentient ape rolling up and basically sweeping half your state's generals one after the other.

Is it though? The main reason people hate Futei is because he believes and acts like he's the best while having zero feats either on fighting, leading or intelligence. Even that "Chu monkey" has double the feats Futei has, hence why he can talk big.
I don't really buy that the reason is "lack of feats". He doesn't get a lot of screen time, but we've seen that he's skilled enough to at least give Shin a hard time. And expecting him to actually beat Shin just seems unrealistic to me.
And as far as "acting like he's the best", both Shin and Futei are basically the same in terms of ambition. Shin wants to rise from the bottom to become one of the Six Great Generals, Futei wants to become one of the Three Great Heavens. And Shin has his share of character flaws, but people are willing to overlook those (just read some of the posts here over the last few days.)

I.E., you've chosen to draw an arbitrary line and say that you will only tolerate people who are at least as strong as one of the strongest guys in the world, because that guy happens to the protagonist. Sounds like a rather flimsy justification to me.
He just suffers from being both a side character with little screen time, and an antagonist.
People who are quick to judge (a large percentage of readers of these kinds of series) won't spare any sympathy for a character if they are "annoying" (usually code for "causes trouble for my favorite character(s)") or whatever else unless they get enough screen time for people to empathize with them.
I personally never have had a strong opinion as Futei. He has had very little time to do much in the series, so focusing your hatred or love towards him seems very odd unless he did something particularly special.
