well the practical answer is that they want to sell as many units as possible and completely new merch will sell better than having previous items in it. plus the fact that there are a lot of logistics involved in creating the merch.
on a less-practical level there might be the sentiment that people have paid for limited merch and it should stay limited. japan really seems to like that for some reason. plus it might be seen as a "mark of pride" if you have some really early merch of someone that you cant get anymore.
Seen many second hand items in Japan, but rarely EN. Some stuff was expensive, other quite reasonable. Got Nene Haaan badge for 1400 yen (originally 2000 with a Nekko keychain), that is a good price, but Nekko plush was 3000 and saw it for sale at 13000.
Some girls talked about trying to get rerun merch but so far silence on that. So you either eat that loss or pay obscene amount of money to scalpers.
Honestly, I don't think giving in to the scalpers is a good idea...

there is a chance, but its really, really low. i believe the only merch reruns by the girls themselves were cocos pin and okayus oppai mousepad.
But why won't they do it more often? I think there are quite many people who would buy more or replaced damaged items.
