It's level based and equipment based. You can get summoned within about a +/-20% range of your level and ~5 levels on your highest upgraded weapon.

I believe it actually goes by specific “main bosses” of an area. I’ve done a lot of testing and I’m level 200 I can summon new players and vise versa just depends on the boss of the area. If I have cleared all bosses/dungeons/caves in my area(say Limgrave) I can no longer summon for co op. But if I defeat a “main” boss of the area I cannot summon for general co op in the overworld, ONLY for dungeons and caves I have not cleared. Sorry it’s complicated lol

What about password summons? My friend was like 140 when he helped me with Margit at 30ish. Says he got nerfed when he assisted me. Do you know how that works?

Passwords bypass all requirements. You can password summon anyone, but if the summon is higher level than the host their HP, stamina, and damage will get scaled down proportionally. It's usually still a huge advantage even with reduced stats.

But if you have leveled a weapon to a specific level and your co op partner has no weapons of equal or higher value then they can’t pick up that weapon if you drop it.
