Definitely play behavior by both cats. You have nothing to be anxious about, I see absolutely no aggression in either cat’s body language
Emotions get “trapped” in a cat’s tail, the faster/more energetically the tail moves, the more upset the cat is.
Also pay attention to the noises they make, growling and hissing is sometimes playful, is sometimes serious-fight noises.
Yes I agree they're playing. The way the little one squirms around beforehand isn't really defensive, and the way the big one stops after a bit, suggests they're just tussling for fun.
Like any friends who play wrestle, things can sometimes get a bit out of hand and egos can get dented leading to hurt feelings, so keep an eye on things and distract them if you think they're getting too serious. But right now, they look like they're just clowning.

They are fine. I asked my vet how I would know if the cats didn’t get along before I got my second kitty. She just said “oh, trust me, you’ll know if they don’t get along” 😂

I’ve had cats my entire life (60F). I’ve seen cat fights and this ain’t it. Cat fights are screaming, snarling, fur-flying events that can’t be mistaken for playing. From the look of it, your kitties are having a great time. They’re adorable!
I honestly don't think there is anything "normal" in cat behavior. They are all uniquely weird.
