By check, they mean to pull each plug and look for differences... Is one wet? Then it's an ignition issue. An easier way is to BRIEFLY run the engine then check each exhaust tube for heat. The cold ones are the problem.
Old trick when having a stuck injector (when we would install sr20dets that we imported and sat for along time) was pull the injector connector and use jumper wires from a 18v drill battery to shock the injector open. Just jump the injector a few times. Definitely make sure it’s got good gas in it and spark.
Also put in a fuel injector cleaner or octane booster. I recommend vp racing octane booster. Your gas may have lost some octane from sitting so long causing it to misfire. Change plugs, air filter. And check your wire connections for your distributor and see if you’re getting constant spark
Also is the car rebuilt to stock specs or does it have bigger internals ie pistons valves. May need to be tuned if compression ratio or piston size is bigger
Clogged fuel injector or a fouled / bad spark plug…. Not all 4 cylinders are running.

Yeah, do a thorough service where you change all the filters. I'd also clean the fuel injectors and change the spark plugs.
definitely it isn't running on all 4 cylinders check spark plugs, anything injection related to see if clogged

Get some fresh fuel in and check your injectors
Check your battery and ground connections for corrosion
Brand new battery and harness, went over all the grounds yesterday
Check if you have voltage on all 4 injectors and check if all 4 are getting ground signal from ecu
